graffiti artists frequently use quotes to surround their work. usually only when making significant, actually artistic pieces, rather than the throw-up you see here, which is simply done as a signifier to other artists about their presence (although, i’m not sure i would really characterize this fellow as an artist. legit writers have some style to their throw-up stuff, this is probably just some kid).
