I’m with Sean, but to add specificity in hopes of getting a pity-shirt (oh yes, I have no shame) I will add that it is on the South side of klingle fencing in rock-creek park across from that pretty mural.

Definitely the big hill at Klingle and Adams Mill. The ribbons used to spell somethting when looking at the fence from a distance. I think it was about a gradution.
