I thought these shrubs were wild. They were sculpted meticulously. Anyone know what kind of shrub/plant it is?

Looks like mugu (moogoo) pine.
Not Mugo Pine. Mugo pine (aka “bottle brush”) has long needles, not as dense.
This is a juniper.
I have no idea what the shrub is, but my absolute favorite winter garden staple is cabbage. It’s just funny in an understated kind of way.
Juniperus is a conifer that dates back to biblical times.
This manner of cultivating them is cool but high maintenance.
After looking again, Larchie is right it is Juniper.
