No we shouldn&#039;t have an arbitrary policy of locking people up. However, we should lock up more potentially violent offenders, of which CPWL is a good indicator, in an effort to lower overall violence. That seems pretty sensible to me. Think of the alternative, if we let everyone out!</description>
