However, we should lock up more potentially violent offenders, of which CPWL is a good indicator, in an effort to lower overall violence. That seems pretty sensible to me. When allowed to roam, he died. Ie, he was a danger to himself and others and obviously into the thug life, so jail would have been at least marginally better than dead.
